The National Climate Change Act,2016, part 19 (4) provides for a county government to enact legislation that further defines implementation of its obligations under this Act, or other climate change functions relevant to the county or such other related purposes.
In realization of the above, the County Government of Laikipia has established its own Climate Change Act, 2021 and submitted its Climate Change Policy.
In exercise of the powers conferred by Section 31(1) of the Laikipia County Climate Change Act and the Public Finance Management Act, the County Directorate in charge of matters related to climate change led the meeting with with support from the ADA CONSORTIUM.
The meeting was funded by Financial Sector Deepening Kenya Trust that supports, ‘Building Effective and Accountable Mechanisms for Climate Resilience in Kenya’ Program.
The Ada Consortium has been supporting the roll-out of CCCFs to the entire country, and on 19th January, 2022, the Directorate of Environment and Climate from Laikipia County and ADA Consortium, convened to developed the County Climate Change Fund regulations. The development of the regulations involved various stakeholders from government, the private sector, and non-state actors.
The County has been keen to develop the legislative and administrative framework that would enable it to address climate change issues in the County.
The County has also made strides towards addressing climate and environmental challenges by establishing a Laikipia Environmental Stakeholder’s Forum constituting: CSOs in the County working on the environment, conservancies, State institutions (including Kenya Meteorological Department), National Environment Management Authority, the National Drought Management Authority, and the County Departments of Water, Agriculture, and Economic Planning. The stakeholder’s forum has been critical in enabling partnerships to address various environmental issues such as climate change mitigation, rangeland rehabilitation, forest conservation and climate change impacts across the County.
The participants were briefed on the County Climate Change Fund (CCCF) Mechanism and the Laikipia Climate Change Act. Stakeholders at the meeting discussed draft Regulations. By close of the workshop, the this team presented a draft that will be reviewed by the County legal office and presented to County Assembly, other technical officers in the County for validation.
